Born in Mineola, New York, admitted to the Florida Bar, 1978, U.
S. District Court, Southern District of Florida. Education:
University of Pennsylvania (B.A., 1975); University of Miami School
of Law (J.D., 1978).
Mr. Sapir has been awarded the highest rating (AV) from
Martindale-Hubbell. Since commencing practice in 1978, he has never
been sued by a client, threatened with a malpractice action, or been
the subject of any complaints or disciplinary measures before the
Florida Bar. Areas of practice include financing and real property
law, land use, zoning, corporate and business law. He has had
extensive involvement with complex real property and business issues
and has provided expertise in zoning and land use matters for major
institutional clients, local business owners and individuals.
During his more than 20 years of practice in Florida, Mr. Sapir has
represented a diverse array of clients with real estate and business
interests. His experience includes acting as attorney and title
insurance provider in purchase and sale transactions. Recently, he
closed and underwrote title on the refinance of a resort in the
Florida Keys in an amount over 40 million dollars and acted as local
lender's counsel to a foreign lender refinancing a Dade County resort
in the amount of approximately $150 million. He has also represented
nationally known insurance and financial service providers in
acquisitions including an 18 million dollar residential rental
apartment complex.
On behalf of clients, he has bought and sold several shopping centers
in transactions ranging to 20 million dollars. He has also provided
assistance, on a long term basis, to some of south Florida's most
prolific residential and commercial developers in their acquisition
and development of property. In these transactions, Mr. Sapir
provides services which include the drafting of purchase contracts,
assistance throughout the zoning approval process, including
appearances at public hearings, registrations with administrative
agencies regulating the sale and development of property, and
coordination of closings to purchasers. He has extensive experience
in representing brokerage interests, as well as in drafting and
negotiating leases for major institutional property owners and
tenants. The land use approvals Mr. Sapir has obtained for clients
include those relating to a major South Florida theme park. He was
also instrumental in obtaining the first municipally approved traffic
calming plan for an historic community within the city of West Palm
Beach.
In addition, to transactional real estate and land use, Mr. Sapir has
had significant experience in the area of condominium and home owner
association representation, having represented associations where
average residences range from 2 to 5 million dollars and
multi-condominium associations, having control of more than 1000
units. Prior to forming his own professional association, Mr. Sapir
headed the real estate department of Kaye, Scholer, LLP's West Palm
Beach office.
Mr. Sapir is also active in various professional and civic
organizations, including American Bar Association, Palm Beach County
Bar Association, Florida Bar, Florida Bar's Governmental Regulations
of Land Use Committee, Palm Beach Planning Congress, Chairman, Palm
Beach County Impact Fee Appeals Board, Palm Beach County Code
Enforcement Board (1998-1999), Palm Beach County Citizens' Task Force
(1990-1996), Palm Beach County Affordable Housing Committee
(1987-1989), West Palm Beach Zoning Board of Appeal (1986-1989),
Chairman, Palm Beach County Zoning Board of Adjustment (1980-1987),
Legal Intern for U.S. Attorney, Southern District of Florida
(1977-1978). He is currently Master of Foxhounds and Director of the
Palm Beach Hounds, an equestrian group which supports conservation
and environmental preservation. He is also a member of the North
County Humane Society and on the Board of Directors of the Friends of
Corbett. |
